Why is it so hard to distinguish between nation-state sponsored ideology and stateless Islamic fundamentalism?

By an eye for an eye and quit playing games. Blow it up, don't rebuild it, and let them ride camels.We cannot ign our values to Islamic fundamentalists, only stop them.
