Is the a need for the PAK FA to be better than the Lockheed?

The PAK FA is being designed to a uniquely Russian requirement to suit Russian operational needs just as the F-22 was designed to a uniquely American requirement to perform specific missions for the USAF. Comparing one against the other is the Chimpanzee part of the brain at work. Each are tools designed to perform specific tasks and can only be judged by how well they perform those tasks.
